Main Purpose of the Job: The Community Liaison Officer is responsible for implementing the project’s Stakeholder Engagement Plan, maintaining strong relationships with local communities and authorities, and managing the grievance mechanism to ensure that community concerns are tracked, addressed, and resolved.

Job Profile:

• Implement the Stakeholder Engagement Plan.
• Maintain strong relationships with local communities and authorities.
• Organize consultations, meetings, and information sessions for the community.
• Communicate project activities, schedules, impacts, and mitigation measures to stakeholders.
• Manage the project’s grievance mechanism and complaint register.
• Track, investigate, and support the resolution of stakeholder concerns.
• Monitor community interests and emerging social risks.
• Support land access processes and communication with landowners.
• Assist with social audits, lender reviews, and ESAP compliance activities.
• Coordinate with contractors on community-related issues.
• Support local community investment and skills-development initiatives.
• Prepare regular stakeholder engagement and grievance reports.

Candidate Profile:

• Experience in community relations, stakeholder engagement, or social risk management.
• Strong communication, negotiation, and conflict-resolution skills.
• Fluency in Romanian and a working knowledge of English.
• Good organizational and reporting skills.
• Experience in renewable energy, construction, or infrastructure projects is an advantage.
• Familiarity with IFC and EBRD requirements is desirable.
