Project HSE Specialist

PuntoUP Professional Recruitment is looking for a Project HSE Specialist on behalf of an independent renewable energy provider active across Central and Eastern Europe, developing and constructing solar and wind projects. The role is field-based, working directly with EPC and sub-contractor teams to keep health and safety embedded in every stage of site mobilization and construction. Location: Romania (site-based, regional travel)

Main Purpose of the Job: The Project HSE Specialist is responsible for driving HSE standards across construction sites, from contractor mobilization through to close-out. This includes reviewing contractor HSE plans and RAMS, running inductions and toolbox talks, maintaining permit-to-work systems for high-risk activities, and leading or supporting incident investigations – ensuring safety is treated as a practical, everyday discipline rather than a checkbox exercise.

Job Profile:

  • Engage EPC and sub-contractors from day one, ensuring HSE requirements are built into site mobilization and work.
  • Check that contractor HSE plans, competencies, and site organization are in order before work begins.
  • Coordinate safely with TSO/DSO teams during grid connection and energization works.
  • Run site HSE inductions for new workers, visitors, and sub-contractors.
  • Deliver regular toolbox talks tied to real site risks.
  • Review and sign off RAMS before work starts, ensuring they are practical, specific, and grounded in the hierarchy of controls.
  • Verify in the field that approved methods are being followed in practice, and stop work where they are not.
  • Maintain robust permit-to-work systems for high-risk activities: working at height, excavation, lifting, electrical isolation, confined space.
  • Conduct regular site walks, log findings, and track corrective actions through to closure.
  • Build trust with site teams so people raise near-misses rather than overlook them.
  • Monitor housekeeping, environmental controls, and emergency readiness.
  • Lead or support incident investigations, identify genuine root causes, and track corrective actions through to completion.
  • Handle incident reporting, both internal and regulatory, properly and on time.

Candidate Profile:

  • Bachelor’s degree or higher in Health & Safety, Sustainability, Environmental Engineering, Renewable Energy, or another relevant technical discipline.
  • Minimum 5 years of solid construction HSE experience; renewable energy experience is not required, but hands-on construction site experience is essential.
  • A recognized HSE qualification (NEBOSH Construction/General Certificate, IOSH Managing Safely, or equivalent).
  • Wind construction experience is a strong advantage.
  • Comfort with electrical safety basics (LOTO, isolation checks) and high-risk activities like lifting and work at height.
  • Confidence to stop work when something isn’t right, with the interpersonal skills to communicate that effectively to a site team.
  • Fluent English and Romanian or Bulgarian.
  • Valid Category B driving license and willingness to travel by car as part of the role.
