Public Procurement Specialist

PuntoUP Professional Recruitment is looking for a Public Procurement Specialist for our client, one of the leading manufacturers and suppliers of uniforms and military equipment for government agencies in Romania.

Location: Headquarters – Galați (commuting expenses covered or company housing provided for candidates from other locations)

Main Purpose of the Job: Managing the entire process of participating in public tenders on the SICAP and TED platforms – from analysis and preparation of documentation to bid submission and clarification handling – ensuring compliance with applicable legislation and internal procedures.

Job Profile:

  • Analyze tender documentation and identify eligibility requirements;
  • Prepare the documentation for participating in tenders according to the specifications and data sheets;
  • Draft technical and financial proposals in collaboration with the Commercial, Technical, and Laboratory departments;
  • Prepare responses to clarification requests issued by contracting authorities;
  • Draft appeals and position papers;
  • Organize and archive all related documents;
  • Monitor and report on the status of public procurement projects.

Candidate Profile:

  • Minimum 3 years of experience in a similar role within the last 4 years;
  • Solid knowledge of public procurement legislation: Law 98, Law 99, Law 101, HG 394, HG 395, ANAP guidelines;
  • Practical experience using SICAP, TED, and electronic signature tools;
  • Advanced Microsoft Office skills (Word, Excel – expert user);
  • Strong general knowledge with technical orientation;
  • English – advanced level;
  • Skills: attention to detail, organizational ability, multitasking, analytical and synthesis capabilities, meeting deadlines, ability to work independently and manage priorities.
